The candidate seeking to unseat Associate Circuit Judge David C. Mann in Scott County was placed back on the ballot Tuesday by a court order.
Circuit Judge David Dolan overturned an order from the Missouri Ethics Commission that Scott Horman, a Democrat, be removed from the ballot for failing to file a personal financial disclosure statement. Horman and Mann, a Democrat, will face each other in the Aug. 8 primary election.
There is no Republican filed in the race, so the winnner will become judge in January.
In a statement released Tuesday afternoon, Scott County Clerk Rita Milam said her office mistakenly gave Horman a form indicating he did not have to file the disclosure statement. She said in an interview that the form was marked improperly based on a misunderstanding with the Ethics Commission.
Horman filed the disclosure as soon as he learned of the mistake, but too late to avoid being removed from the ballot, Milam said.
