The Jackson Board of Aldermen will vote today on a resolution that would support countywide standards for streets and utilities as recommended by the Jackson-Cape Girardeau Joint Subdivision Advisory Committee. The resolution requests the Cape Girardeau County Commission adopt the recommendations.
While the resolution on subdivision regulations is not related to Cape Girardeau's recent request to implement peripheral zoning in a two-mile radius around the city, Mayor Barbara Lohr said she is concerned it could be confused with peripheral zoning.
The fear was also expressed by committee chairwoman Mary Miller and other members during the committee's Oct. 11 meeting. Miller requested Cape Girardeau to delay its peripheral zoning request until after the committee approached the commission with its recommendations in January, but the city submitted their proposal to the county in early October. Last week the commission unanimously opposed the city's peripheral zoning request.
Committee members have said they are not interested in zoning but in planning and infrastructure standards.
Cape Girardeau endorsed the committee's recommendations last month.
After the board of aldermen, the committee will take the proposal to the Cape Girardeau County Commission in January. If the commission approves the plan, voters will be asked to authorize the creation of a county planning commission, which would then enforce minimum standards for the construction of streets, sewers, water mains and other infrastructure involved in new subdivision construction.
The proposed regulations do not address lot sizes, building setbacks or other limitations that are typically considered zoning issues.
