The Jackson School District hired a new financial director and added to the duties of two longtime staff members in a reorganization sparked by the departure of assistant superintendent Dr. Jim Welker, said district superintendent Dr. Ron Anderson.

Welker will take over as superintendent of the Cape Girardeau School District on July 1. His duties supervising finances and support services in Jackson will be split, with Wade Bartels, currently with Commerce Bank, taking over the financial responsibilities and Jeff Bollinger, director of operations, assuming the title of associate superintendent of district operations.

Dr. Beth Emmendorfer, director of special services, will take the title of associate superintendent of student services, Anderson said.

"We will be kind of redistributing responsibilities," Anderson said.

Bartels will join the district May 16 at a salary of $74,000 a year, Anderson said. Bartels will be responsible for all aspects of the district's finances, from working out budgets to calculating tax rates, Anderson said.

Bollinger's current job has kept him busy watching over construction of a high school addition, but as that project is completed he will have additional time to take on the new duties, Anderson said. Bollinger's role will be supervising the management of various support departments from food services to building maintenance, Anderson said.

For Emmendorfer, the new job title recognizes the role she has been performing for the district, Anderson said,

"She has been, over the years, taking over more of those programs in addition to special education," Anderson said. "She has broadened her role."

For example, Anderson said Emmendorfer has been responsible for the district mailer used to communicate with parents and worked with parent-teacher organizations at the schools to strengthen those organizations.

In her new position, she will be expand her role in district communications and other student services, Anderson said.

All three positions were approved by the Jackson School Board in a closed session Tuesday and announced Thursday. No decision has been made on pay for Bollinger and Emmendorfer in their new roles, Anderson said.

Welker, who will be paid $135,000 a year by the Cape Girardeau School District, has been receiving $92,000 annually from the Jackson district.

Anderson said the district's finances are solid as it prepares for the transitions. "We say we are in a stable scenario at this time," he said.
