JACKSON, Mo. -- The City of Jackson now will provide an asphalt overlay on a gravel street provided that 100 percent of the estimate is paid by all or part of the property owners in advance.
The amendment to the city's Street Improvement Policy was approved at Monday night's meeting of the Board of Aldermen by a vote of 7-1.
Alderman Larry Cunningham voted against the amendment.
He is concerned about allowing the project to go ahead as long as a majority of the property owners owning a majority of the front feet approve.
"It should be 100 percent or it should be waived," Cunningham said after the meeting. "I don't want someone suing the city."
The board also approved a contract with Townsend Innovative Clearing and Growth Control to trim trees in right of way on the west side of the city. Trees near power lines on the city's east side were trimmed last year.
Public Works Director Jim Roach said he envisions the city continuing the alternating trimming schedule indefinitely because it saves the city money by reducing power outages and service calls.
In other business, the board:
* Approved a bid of $102,975.95 by Monroe Plumbing & Heating Co. of Cape Girardeau for water system improvements under the Oak Forest/East Main Water Main Extension Project. The project involves laying a 10-inch force main.
Roach said the company's bid was about half the engineer's estimate and well below the seven other bidders. He said the company has done good work for the city in the past.
