JACKSON -- The Jackson Board of Aldermen Monday night set a date for a public hearing on the city's 1992 tax levy, adopted legislation establishing ethics requirements on public officials, and approved a number of payments for street and other capital projects now under way.
The hearing for the 1992 tax levy will be held Aug. 19, at 7 p.m. at the Jackson City Hall. By law, the tax levy must be set by Sept. 1.
City Administrator Carl Talley said there is no change from the current tax levy of $1.05 per $100 assessed valuation. The levy includes 13 cents each for the library and park funds; 7 cents each for the cemetery and band funds; and 65 cents for the general revenue fund.
Total assessed valuation for all residential, agricultural, commercial, railroad and utility property in Jackson this year is $56,241,866.
The board also approved legislation establishing public officials ethics requirements in compliance with state requirements. The ordinance provides for the completion of a financial disclosure statement for all officers and employees of the city. The completed financial statements and a copy of the city ordinance will be sent to Jefferson City.
The board approved several requests for payments from contractors working on local street and other improvements.
A final bill of $26,389 was approved for Dutch Enterprises for phase 1 of a sanitary sewer extension project along East Jackson Boulevard.
The board also approved payment of $63,383 to Fronabarger Contractors for paving of Orchard Drive between Broadridge and Westlane, and authorized issuance of three tax bills to pay for the project. The bills will be sent to two residential property owners and the Jackson School District.
The board also approved a payment of $95,751 to Fronabarger for the Bainbridge Road improvement project. "This week should see the end of all the work," said acting city engineer Rich Bowen.
Total contract price for the project is $185,314. Of that amount, fronting property owners will pay $55,591 with the city paying the rest.
Bowen said plans and specifications for phase 2 of the East Jackson Boulevard sanitary sewer extension are ready. The board will advertise for bids at its Aug. 19 meeting.
Bowen said work on the Jackson Trails extension from Highway 25 to Lee Avenue is nearly complete, but he could not give an opening date.
In other business, the board adopted a resolution supporting the county-wide 911 emergency telephone service election on Nov. 5.
The board also approved a motion to allow the uptown merchants association to block off one block of South High Street from Adams to Main for a sidewalk sale. The street will be closed to vehicle traffic from 6 a.m. to 6 p.m. Friday and Saturday.
