JACKSON, Mo. -- Beginning in the fall next year, golfers in Jackson can begin teeing off after dark.

Monday night, the Jackson Board of Aldermen approved a special-use permit for the lighted Nine Oaks Golf Course to be built by Ronald Clark at 1600 N. High St.

The course is to be built in a residential area just north of the Sunset Hills Subdivision.

Clark said construction of the course was to begin this fall, with play to begin a year later.

Clark received a special-use permit for 16.8 acres of the property, which allows the city to retain the land's single-family residential zoning and prevents the property from being used for a different commercial purpose in the future.

The board rezoned another 15.9 acres of the Clark property from single-family residential to general commercial. That section of land is adjacent to a 5.3-acre parcel also rezoned from single-family residential to commercial. That land is owned by Farris Nabors.

Both the rezoning and the special-use permit were approved by 6-2 votes, with Aldermen Kerry Hoffman and Larry Cunningham dissenting on both.

Fifteen amendments are attached to the ordinance granting the special-use permit. Among the restrictions imposed are a limit on the height of the lighting, its hours of use -- until 10 p.m. Sunday through Thursday and until midnight Friday and Saturday -- and the requirement that an 8-foot buffer or screen must be erected between the golf course and the Sunset Hills Subdivision and Francis Drive areas.

One amendment gives the city the right to build sanitary sewers, storm drainage sewers, water distribution lines and utility services along the easement, which runs along each side of Hubble Creek. In return, Clark will not be assessed for sewers, water distribution lines or utilities built within the easement. That exclusion does not cover lateral lines or utilities installed by Clark to provide services to the golf course.

The amendment also provides an easement for a hiking/biking trail the city plans to build.

In other business, the city accepted the bid of Drury Construction Engineers, Inc., of Ste. Genevieve, Mo., to upgrade water mains in the Greensferry Road area, one of the water and sewer projects the city financed through the State Revolving Fund. The bid of $278,000 was well below the engineer's estimate of $409,000.

Work on the project is scheduled to begin Aug. 28.

Power and Light Committee

* Authorized Pay Request #1 in the amount of $23,093.30 to Townsend Innovative Clearing and Growth Control under the Contractual Tree Trimming Contract.

* Approved a special-use permit for 16.8 acres of property addressed as 1600 N. High St. for the establishment and operation of a golf course in an R-2 district.

* Authorized Pay Request #2 in the amount of $105, 705.21 to Lappe Cement Finishing, Inc., under 2000 Concrete Street Repair Projects Contract.

* Authorized Pay Request #1 in the amount of $37,719 to Penzel Construction Co., Inc., under the Pedestrian/Bicycle Bridge over Hubble Creek Contract.

Executive Session
