JACKSON -- Jackson schools will spend an estimated $15.5 million next year, about $300,000 more than the district is expected to collect.

Business manager Howard Alexander said 1995-96 would be a good year for Jackson to take a loss. The following year, revenues from state agencies will be up, and the district will be able to compensate for its losses.

School board members unanimously approved the tentative budget Tuesday night. Nobody spoke at a public hearing on the budget.

"In my estimation, this is a healthy budget and one that the district can live with," Alexander said. "It is a sizable increase in expenditures over last year, but we are looking at 18 new positions."

Jackson Middle School, completed this spring, accounted for most of those.

Even with the $300,000 deficit, Alexander predicted the school would finish the year with $3.6 million in the bank.

Tuesday marked the last school board meeting for Alexander and Superintendent Wayne Maupin, who are retiring. Dr. Howard Jones, a superintendent in Stillwater, Okla., will replace Maupin starting June 27. Stanley Smee, an employee of the district, will replace Alexander.

Board members appointed Smee board secretary as part of a long string of appointments and reappointments. Board member Jeanette Bollinger was reappointed board treasurer. Jerry Schwab will continue as district auditor and David Beeson as attorney of record.

In other action, the board voted to accept over $200,000 in federal aid for various projects. Title VI, from which the district will receive $18,059, allocates money for library materials, gifted education and drop-out prevention programs.

Title I, which will provide $193,545 for the district, allocates money for free and reduced lunches, salaries, benefits and supplies.

Action Items

*Public hearing on approval of a proposed school district budget for the 1995-96 fiscal year.

*Accepted the June 30, 1995, school district audit prepared by Hendrix, Schwab, Garner, Schermann & Co., P.C.

*Appoint Jerry Schwab school district auditor for the 1995-96 fiscal year.

*Appointed Stanley Smee board secretary for the 1995-96 fiscal school year.

*Appointed Jeanette Bollinger board treasurer for the 1995-96 fiscal school year.

*Appointed David Beeson attorney of record for the district for the 1995-96 fiscal year.

*Approved a contract with the Cape Girardeau Adult Learning Center to operate an ABE/GED satellite program in the Jackson R-2 School District for the 1995-96 school year.

*Approved the following capital projects for 1995-96: refurbish risers in the high school band and vocal music rooms at an estimated cost of $4,000; and replace the pole vault pit at an estimated cost of $5,000.

*Approved the 1995-96 Tible VI Program. The estimated cost of this federally funded program is $18,059.

*Approved the 1995-96 Title I Program. The estimated cost of this federally funded program is $193,545.

*Approved a transfer of $500,000 from the incidental fund to the capital projects fund prior to June 30.

*Cancelled the June 27 meeting.
