JACKSON -- Lappe Cement Finishing Inc. beat out two other companies Monday night to win the Emma Street paving project in action at the Jackson Aldermen meeting.
Lappe's bid of $35,269.75 was about $10,000 less than city engineers had projected for the project. It was also more than $11,000 less than a bid from Fronabarger and more than $22,000 less than Thiele's bid.
Jackson Mayor Paul Sander said it was a good bid.
The project will begin after the contractor finishes the necessary insurance paperwork.
The city also approved the final pavement on the resurfacing project of Olive, Forest and Independence. An adjustment of $15,389.99 was added to compensate for some additional concrete work, the placement of extra rock and the removal of some unsuitable subgrade material.
Aldermen also heard from Marsha Kay Seyer who requested a special-use permit to operate a hair salon from her house.
Seyer wants to put a chair in her garage at 1316 W. Jackson Blvd. as a way to make some extra money while remaining at home in the evenings.
The city's planning and zoning committee denied her request last month by a 4-3 margin, even though none of her neighbors objected.
The aldermen normally hold their votes on subjects brought up during public hearings until the next meeting. They were preparing to make an exception to that when one alderman suggested the issue needed to be discussed in study session.
The vote was held until the next meeting.
Aldermen also defeated a list of changes to the city's subdivision regulations. Jackson City Attorney David Beeson said there was one section that concerned some of the aldermen.
The measure, which failed 5-3, will be returned to the planning and zoning board where the controversial section will probably be removed. The ordinance will probably be resubmitted after that meeting, Beeson said.
