Jackson city administrator Jim Roach presented street improvement cost estimates during the Jackson Board of Aldermen meeting Monday evening that were triggered by city residents who previously voiced concerns regarding the deterioration of Old Cape Road.

A few residents who live along June Lane, a dead-end street that connects with Old Cape Road, spoke to aldermen at an April meeting about the deteriorating paved road that now is covered with gravel. The property owners cited a decrease in property value and safety concerns among some issues they had with the gravel. The city did not have the expenditures to further improvements along the road.

The cost for an asphalt overlay along Old Cape Road, without any ditch improvements and per Jackson street specifications, ranges from $34,000 for a shorter segment, of which the city would pay $6,400, and $178,000 for a longer segment, of which the city would pay $35,000. The shorter segment includes those residences adjacent to June Lane, and the longer segment stretches from June Lane to Gloria at Old Cape Road. Those who own property along the road each would be responsible for paying a portion of the rest of the cost.

Another update on the potential project will be presented at the next board of aldermen meeting and will include a cost estimate for concrete.

* Aldermen passed a motion accepting the bid of Dependable Maintenance Systems of Clinton, Iowa, for $15,970 relative to the Wastewater Manhole Rehabilitation Program. Aldermen also passed an ordinance authorizing a contractual agreement with Dependable Maintenance Systems relative to the program.

* Aldermen set a public hearing for 7 p.m. June 16 to consider the rezoning 810 E. Jackson Blvd., from O-1, professional office, district to C-2, general commercial, district, as submitted by McElrath Living Trust. The property owner's family would like to open a boutique at the location.

* Aldermen set a public hearing for 7 p.m. June 16 to consider a special-use permit for an in-home catering business at 1424 Normandy Lane, in an R-2, single-family residential, as submitted by Greg and Barb Cagle. Barb Cagle plans to operate a business similar to the homebound meals program offered to senior citizens through the Cape Girardeau Senior Center, though meals will be cooked by Barb and her husband at their home and delivered to seniors about dinner time.

* Aldermen passed a motion invoking an ordinance approving the rezoning of all of 1206 Old Cape Road from R-2 district to C-2, as submitted by John and Valerie Bollinger. The board at its next meeting will vote on rezoning only the front half of the property from R-2 to C-2, which was the Planning and Zoning Commission's recommendation after hearing opposition from some residents. The Bollingers plan to operate a day-care facility out of the previous rental property.

* Aldermen passed a motion accepting the bid of Nip Kelley Equipment Co. Inc. for $275,453.30, relative to the 2014 Concrete Street and Sidewalk Repair Program. Aldermen also passed an ordinance authorizing a contractual agreement with Nip Kelley relative to the program.

* Aldermen gave their approval for a future cost-share project with Cape Girardeau County involving paving improvements on Charles Meier Drive. Potential paving improvements would stretch from South Farmington Road to County Road 330 in Tilsit. The city of Jackson would be responsible for paying for improvements to the portion of the road within city limits. The road is estimated to be paved in four to five years.
