Jackson aldermen approve request for in-home massage business permit

Two weeks after voting down a request for a in-home massage business, members of the Jackson Board of Aldermen approved the special-use permit that will allow Patricia Wischmann to operate from her Priest Street home.

The motion to reconsider the request was made by Alderman Tim Welker, who along with aldermen Larry Cunningham and Mark Dambach originally voted against the permit. Welker said he had a "change of heart and a change of mind" regarding the matter. While he said there was no specific reason for why he now supported the permit, he wanted Alderman Dale Rauh, who was absent when the request was denied, to have the opportunity to vote. Cunningham and Dambach voted against the permit again Tuesday night.

The vote was not on the board's published agenda.

• A motion to accept the bid of Davis Farm Supplies Inc. of Fruitland for $17,499 to purchase of a front-deck heavy-duty Kubota F3080 mower.
• A motion approving Task Order Authorization No. 11-01, to Alliance Water Resources Inc. of Columbia, Mo., for $17,820, regarding providing engineering services under the Water System Facility Review Project.
• A motion approving Change Order No. 1, to Powerline Consultants LLC of Farmington, Mo., for $166,056, regarding the 34.5 kV Electric Transmission Line Project.
• A motion approving Task Order Authorization No. 11-03, to Blakely & Associates Consulting Engineers Inc. of Chillicothe, Mo., for $9,800, regarding providing engineering services under the Industrial Substation Recloser Installation Project.
• An ordinance amending the 2011 annual budget.
• An ordinance authorizing a contractual agreement with the Missouri Highways and Transportation Commission, regarding the extension of a sanitary sewer line along U.S. 61 and Route Y.
• A motion to set a public hearing for March 21 to consider a special-use permit for gun and ammunition sales at 3226 E. Jackson Blvd. in a C-2 (General Commercial) District, as submitted by Tracy and Melissa Kaminsky.
• A motion accepting a grant of $630,000, from the Federal Emergency Management Agency and the Department of Homeland Security, for a new ladder/pumper firetruck, relative to an application submitted under the FY2010 Assistance to Firefighters Grant.
• A motion accepting the bid of Deep South Fire Trucks Inc. of Seminary, Miss., for $123,785, and authorizing the purchase of a 2011 Ford brush/rescue truck.
• An ordinance approving the rezoning of part of Lots 17, 18, 19 and 20 of the Horrell-Byrd & Company Addition from I-1 (light industrial) District to C-3 (central business) District, as submitted by Kenneth and Michelle Spooler.
• An ordinance authorizing a contractual agreement with Phillip B. Smith, Architect LLC of Cape Girardeau, regarding architectural services.
• A motion approving Task Order Authorization No. 11-02, to Phillip B. Smith, Architect, LLC, relative to providing architectural services under the Jackson Satellite Fire Station Project.
• An ordinance authorizing the mayor to execute a quitclaim deed to Warren Place LC, regarding to the East Main Street Extension Project.
