Russell is an Eagle Scout and has served as a pack committee member, cubmaster, assistant scoutmaster, and scoutmaster for the last 12 years. He also has served in various positions on the district level and is district chairman of Shawnee District.

Russell's father, Joseph J. Russell of Cape Girardeau, also is a recipient of award.
