Constable Ronnie Flanagan insisted that detectives have identified the Irish Republican Army dissidents responsible for the attack, in which a 500-pound car bomb tore through a crowd of people in the town's main shopping district.

But relatives of the victims said they have waited too long for justice. Only one person has been charged.
