Inmate-caused damage to jail to top $10,000

GREENVILLE, Mo. -- With bills still coming in, Wayne County officials believe the damage caused when inmates recently flooded the jail will reach upward of $10,000.

"We don't have enough figures to finalize the amount yet," said Wayne County Clerk Alan Lutes. "It's definitely over $10,000."

That final amount will include the professional cleaning to several of the county offices and courtroom, as well as replacement of damaged items.

The flooding was caused when four inmates allegedly stuffed toilet paper in sinks and commodes and turned on all the water on Nov. 21. The inmates were reportedly upset over a new television policy in the jail.

The damage is covered by the county's insurance policy. It has a $1,000 deductible.

Kiser expects to charge Douglas Lynn Lubo, 49, of Wappapello; Ricky Dale Hall, 22, of Piedmont; Charles Earl Francis, 26, of Festus; and Russell Scott Copenhaven, 27, of Licking in the next week.
