Four arrested after party gets out of hand
The "disorderly house" charges leveled at four Cape Place Apartments roommates had nothing to do with housekeeping. Ryan Michael Oshea, 19; Alexander George Tobias, 20; Robert Eugene Phillips III, 20; and Rama Anthony Khawaja, 22, were arrested after a party got out of hand, according to Cape Girardeau Police Department spokesman Jason Selzer. A disorderly house charge is "basically if you're having a function at your home and causing a disturbance," Selzer said. Oshea, Tobias and Phillips were also cited on suspicion of being minors in possession by consumption, as were four others in the apartment complex. Disorderly house and being a minor in possession by consumption are misdemeanors, Selzer said. Bottom line, he said, it's a party host's job "to maintain an orderly situation."
