Douglas A. Brooks served as treasurer of the Sikeston Emergency Search and Rescue Squad beginning in 1995. He admitted to writing out checks payable to himself or to cash on the squad's bank account and taking money intended for deposit to that account over a period from December 1995 through February 1997. Each of the three charges covered amounts of at least $750 that was stolen from the account.

Prosecution of the case was handled by the Attorney General's Office.
