A federal grand jury indicted the men on Nov. 20. The indictment remained sealed, however, until 13 of the men were arrested Tuesday and Wednesday, Gruender's office said. The office said Obade Bailey, 34, and Phillip Scott, 28, both of St. Louis, remain at large.

A phone message left at Gruender's office after business hours was not immediately returned.
