The Metropolitan St. Louis Sewer District runs the plant and says the incident happened April 10th before workers arrived for the day shift.

So far, there is no known motive. MSD's work force is about 20 percent black, and officials say there is no history of racial problems within the company.

Last year, a stuffed monkey was found hanging in a St. Louis fire house. The FBI investigated that incident, too, but determined the action was not a hate crime.
