DONIPHAN, Mo. — A warrant remains outstanding for the arrest of a former Naylor assistant principal after he was charged with having inappropriate contact with a second female student on campus.

John Franklin Mullins, 53, was charged Friday with two Class D felonies of sexual contact with a student on public-school property by Ripley County assistant prosecuting attorney Kacey Proctor.

The complaint on file with the court states Mullins, a teacher at Naylor High School, “knowingly had sexual contact” Oct. 21 with a 15-year-old student by touching her inappropriately.

In issuing a warrant for Mullins’ arrest, Associate Circuit Judge Thomas Swindle set Mullins’ bond at $50,000 cash or surety.

Mullins also had been charged with the unclassified felonies of first-degree rape and first-degree sodomy and two Class D felonies of sexual contact with a student.

Mullins, who was free on bond on the previous charges, allegedly sexually assaulted a female student Oct. 23 in a supply closet at the school.

It was during the investigation into those allegations authorities learned of a possible second victim.

According to Missouri State Highway Patrol Sgt. Jeff Johnson’s probable-cause statement, the teen “stated Mr. Mullins had touched her” inappropriately while at school Oct. 21.

Mullins, who was granted a change of venue to Butler County on his original case, is scheduled to appear at 1 p.m. Aug. 30 before Presiding Circuit Judge Michael Pritchett for a motion hearing.

When the school authorities learned of the initial allegations, Mullins immediately was placed on paid administrative leave per state statute.

Mullins later submitted his resignation, which was accepted by the school board.

Board members also directed the district’s legal counsel to prepare charges before the State Board of Education to have Mullins’ teaching certificate permanently revoked.

Mullins, according to earlier reports, had been with the Naylor district since 2008, first as a junior-high and high-school science teacher, and later as its assistant high-school principal.
