JEFFERSON CITY, Mo. -- Eleven candidates, including a circuit judge hopeful in Scott County, face disqualification from the August ballot for failing to report their personal finances, the state Ethics Commission said Wednesday.

State law required candidates to file financial disclosure statements with the Ethics Commission by April 11. Those who still hadn't done so by April 18 are supposed to be removed from the ballot.

Ethics Commission executive director Robert Connor identified those facing disqualification for failing to file reports as:

* Republican Sandra Chance, of St. Louis, who sought to challenge Rep. Robin Wright-Jones, D-St. Louis, in the 63rd District.

* Republican Marcia Moore McNeely, of Kansas City, running for the 37th District seat being vacated by Rep. Sharon Sanders Brooks, D-Kansas City.

* Democrat Anna Phillips, of Kansas City, the only challenger to Rep. Trent Skaggs, D-Kansas City, in the 31st District.

* Democrat Rodney Williams, of Kansas City, the only challenger to Democrat Shalonn "Kiki" Curls for the 41st District seat being vacated by her aunt, Rep. Melba Curls, D-Kansas City.

* Tom Keedy, a circuit judge candidate in Circuit 3, which includes Grundy, Harrison, Mercer and Putnam counties.

* Mike Arnold, an associate circuit judge candidate in Daviess County.

* Jason Kanoy, an associate circuit judge candidate in Caldwell County.

* Stan Schnaare, an associate circuit judge candidate in Jefferson County.

* Krista Johnson, an associate circuit judge candidate in Jefferson County.

* Scott Horman, an associate circuit judge candidate in Scott County.

* Jason Parson, a candidate for the Jackson County Legislature.

The Ethics Commission has been unable to vote on disqualifying candidates -- or on any other matter -- because it has lacked a quorum since the terms of three of its six members ended March 15. Gov. Matt Blunt has nominated two replacements, who must be confirmed by the Senate before joining the commission.
