Details of anti-drug legislation designed to help curb the growing methamphetamine trade in Missouri:

- First-degree trafficking charges apply to distribution, delivery, manufacture or production of 30 grams of methamphetamine, down from 150 grams.

- Felony without the possibility of probation or parole for persons who manufacture, distribute, or produce more than 90 grams of meth. Current law requires 450 grams.

- Expands list of chemicals frequently used in the production of meth that must be registered with the Missouri Department of Health.

- Makes it a felony for anyone encouraging those under 17 to use, transport or manufacture methamphetamine.

- Authorizes Missouri Department of Natural Resources to provide funding and personnel to assist in cleanup of toxic chemicals used in meth production.

- Allows local circuit courts to establish drug courts that com
