The Cape Girardeau City Council will expand most of its city boards in an effort to involve more citizens in local government.

The council Monday night approved Councilman Richard Eggimann's suggestion to add two people to each advisory board, excluding the Board of Adjustment, the public library board, and the Show Me Center Board of Managers.

The Board of Adjustment and the library board are already at their membership limits as spelled out by state law.

The Show Me Center board has three members appointed by the city and three appointed by Southeast Missouri State University. The size of the Show Me Center board and how its members are appointed is spelled out in a 1984 operating agreement between the city and the university.

In addition to expanding the boards, the council Monday night imposed term limits for advisory board members.

Advisory board members appointed from now on will be limited to two, consecutive terms.

Eggimann said that expanding the size of city boards would allow the council to appoint new people to the boards.

In August and September, 356 Cape Girardeau residents turned in forms in which they expressed an interest in serving on various city boards.

But with the council regularly reappointing advisory board members, few new appointments have been made.

Expanding the size of city boards should address the problem, Eggimann said.
