The convicted Cape Girardeau County rapist accused in a separate 30-year-old rape case waived his right to a preliminary hearing Wednesday. Charles Eugene O'Howell, 50, is scheduled to appear in court again at 9 a.m. Monday on charges that he raped a then-31-year-old Cape Girardeau woman in 1981. He is currently serving a 55-year sentence at the Northeast Correctional Center in Bowling Green, Mo., for the 1982 kidnapping and rape of a 15-year-old girl in Cape Girardeau County. O'Howell was charged with rape on July 12 after being linked to the 30-year-old case by a recent DNA match.
