Heartland Materials LLC has filed an open pit mining application with the Missouri Department of Natural Resources Land Reclamation Program for a limestone quarry on 161 acres near Fruitland.
The application, received Monday, is now under review by DNR staff. If uncontested, the permit process will take 60 to 90 days to complete, DNR spokeswoman Renee Bungart said.
According to the application, Heartland Materials plans to start operations at the site in December, Bungart said. The company is requesting a 100-year permit to continue operations through 2110.
If the permit is granted, the new quarry would be across County Road 601 from Saxony Lutheran High School, according to plans submitted with the permit application. The mine entrance would be off County Road 601.
Once the application is determined by the DNR to be complete, it will be posted on the agency's new website for quarries in the Fruitland area: http://dnr.mo.gov/env/fruitland.htm. It will take DNR staff two to three weeks to process the application before it will be posted online, Bungart said.
The company will then be required to publish public notices in local newspapers for four consecutive weeks and must send a certified letter to adjacent land owners and county government officials.
The public notice comment period starts on the first day the advertisement appears in the newspaper and ends 15 days following the last date of publication.
A second company, Strack Excavating, has filed to get an air quality permit for a quarry near Fruitland but has not yet filed for a mining permit. Heartland has yet to file for an air quality permit.
