On Wednesday, the Southeast Metropolitan Planning Organization board of directors unanimously approved its final transportation project list to be submitted to the Missouri Department of Transportation by the end of the month. The projects follow:
* On Interstate 55 in Cape Girardeau and Scott counties, $110 to $125 million for corridor and interchange improvements from Fruitland to Scott City (add a lane in each direction, replace bridges, improve interchanges, etc.)
* On U.S. 61 in Cape Girardeau County, $5 million to $7 million for improvements to U.S. 61 between the I-55/Fruitland interchange and Highway 34/72 (excluding Courthouse Square and Jackson North Industrial Park) to increase safety, improve access and reduce congestion through pavement resurfacing, bridge replacements, additional lanes, access improvements, lighting improvements and pedestrian/bicycle lanes.
* On Highway 25 in Cape Girardeau County, $4 million to improve Highway 25 between Highway 34/72 and Route K to increase safety, improve access and reduce congestion. This portion should be constructed as a "super two" and include bridge replacement and the addition of full shoulders, bike/pedestrian lanes and lighting and make intersection improvements, especially at Route K.
* On U.S. 61, $1 million to $2 million for roadway lighting, center median and access management and other safety issues along East Jackson Boulevard (U.S. 61) from Center Junction to K-Land Drive in Jackson to improve dark- and unsafe-driving conditions during nighttime hours and severe weather.
* On U.S. 61 in Cape Girardeau County, $300,000 to $350,000 for improvements at the intersections of U.S. 61 with Donna Drive and Shawnee Boulevard, which currently make right-turn movement difficult because of pavement-width restrictions and steep grade.
* On Highway 177 in Cape Girardeau County, unknown cost to improve direct access and safety through Cape Girardeau for residential, commuter and commercial traffic serving Procter & Gamble.
* On William Street in Cape Girardeau County, $80,000 to $100,000 to improve pavement markings and add reflective paint stripping.
* In Cape Girardeau County, $6 million to $8 million to construct a new road connecting Route K and the I-55/Highway 74 interchange.
* On Highway 25 in Cape Girardeau County, $7 million to make improvements to Highway 25 between Route K and the south boundary line of Cape Girardeau County to increase safety, improve access and reduce congestion. This portion should be constructed as a "super two" and include bridge replacement and add full shoulders, bike/pedestrian lanes and lighting. Intersection improvements, especially at Route K, also are needed.
* On Highway 74 in Cape Girardeau County, $100,000 to $150,000 to add streetlights from Kingshighway to I-55.
* On U.S. 61 in Cape Girardeau County, $700,000 for a two-lane bridge over the Diversion Channel so old U.S. 61 can be reactivated as a frontage road by I-55 for slow-moving vehicles and noninterstate traffic.
* On Highway 177 in Cape Girardeau County, elevation of Highway 177 in certain flood-prone areas between Cape Rock Drive and County Road 651.
* On Route PP in Cape Girardeau County, $1 million to $1.2 million to construct a "super two" from West Jackson Boulevard (Highway 34/72) to the Jackson Soccer Park.
* On Route K in Cape Girardeau County, $800,000 to $1 million to construct a traffic signal on Route K at the entrance to Notre Dame Regional High School.
* At SEMO Port in Scott County, $20 to $22 million to construct loop tracks.
* At SEMO Port in Scott County, $700,000 to $800,000 to construct a rail park.
* At SEMO Port in Scott County, $350,000 to $400,000 to construct dock rail spurs.
* At SEMO Port in Scott County, $900,000 to $1 million to construct Grain 2 and 3 tracks and Tail Track 2.
* At SEMO Port in Scott County, $500,000 to $600,000 to construct dolphins at harbor north side.
* At SEMO Port in Scott County, $900,000 to construct a dry bulk warehouse.
* At SEMO Port in Scott County, $300,000 to $400,000 for Bridge 4 fill.
* At SEMO Port in Scott County, $400,000 to $500,000 for bridge upgrades.
* In Cape Girardeau County, provide passenger rail service to and from Cape Girardeau to enable nondriving adults in the area to have rail access to other parts of the country and region.
* At Cape Girardeau Regional Airport in Scott County, $25 to $27 million to acquire property to meet the next five-year Airport Master Plan projections for expansion of facilities; construct a 1,000-foot runway extension and associated taxiway and navigation facilities on the approach and runway 10; rehabilitate the south general aviation ramp, taxiway delta and taxiway alpha east; and make taxiway ramp and drainage improvements to allow for construction of more facilities.
* At Cape Girardeau Regional Airport in Scott County, $750,000 to $1 million to construct a T-hangar and taxi lines.
* At Cape Girardeau Regional Airport in Scott County, $750,000 to $1 million to construct aircraft rescue and firefighting equipment access road.
* At Cape Girardeau Regional Airport in Scott County, $1.8 million to extend Airport Road in Cape Girardeau south to connect to Route M in Scott City.
* At East Main Street and Route W in Cape Girardeau County, $5 million to construct a "super trail" from East Main Street in Jackson to Route W in Cape Girardeau.
* On U.S. 61 in Cape Girardeau, $10,000 to $15,000 to add bike lane striping and signage from Jackson to Cape Girardeau.
* In Cape Girardeau County, $3.10 million to construct a recreation trail in Jackson, starting at Jackson Soccer Park and running along Hubble Creek, connecting to the planned community center on East Deerwood Drive and ending at the future dog park across from the Jackson North Industrial Park next to North High Street (U.S. 61).
* On Highway 34/72 in Cape Girardeau County, $50,000 to $60,000 to add a sidewalk between intersections of South Missouri Street and Oklahoma Street.
* On Kingshighway in Cape Girardeau, $30 million to $40 million to add sidewalks and crosswalks along Kingshighway within the Cape Girardeau city limits.
* On U.S. 61 in Cape Girardeau County, $200,000 to $250,000 to install bike/pedestrian signals along U.S. 61 at the intersections of North Cape Rock Drive, Independence Street, Bloomfield Road and Mount Auburn Road/Lexington Avenue.
* On Route W in Cape Girardeau County, $10,000 to $20,000 to add bike lane striping and signage on Route W in Cape Girardeau.
* In Cape Girardeau County, $500,000 to construct an Americans with Disabilities Act-accessible connecting structure to link the Cape Girardeau Riverwalk Trail to the River Campus.
* On Route K in Cape Girardeau County, $500,000 to $600,000 to designate Route K west of Kingshighway to the Cape Girardeau city limits as a bike route, strip existing shoulders for bike lanes and install push-button-controlled crossing signals at all signalized intersections.
* In Cape Girardeau County, construct a new road as part of an east-west route through Southeast Missouri, connecting to an existing road in Cape Girardeau and extending to the western boundary of the MPO.
* For the Cape Girardeau County Transit Authority, expand urban and rural transit services and increase funding to provide the capital, labor and programming required to support these services, including fleet replacement.
* For the Cape Girardeau County Transit Authority, dispatching software to help with the efficiency of the demand response service countywide and extend the service hours of the fixed out-bus operation.
* For the Cape Girardeau County Transit Authority, construct bus-stop shelters along current bus routes and the extension of bus routes to the northern and southern areas of Cape Girardeau.
* For the Cape Girardeau County Transit Authority, an improved metro mass transit service using park-and-ride running via I-55 from Scott City or the airport running to Fruitland/Procter & Gamble and an express bus connecting four park-and-ride sites with city public transportation service.
