Police arrested a Cape Girardeau man Monday on suspicion of second-degree statutory rape, following an investigation into allegations that he was having sexual relations with a 15-year-old girl.

According to a probable-cause statement written and signed by Lt. Rodney Barnes of the Jackson Police Department, Bryan A. Winsor, 25, of Cape Girardeau, allegedly began a sexual relationship with the victim in September.

The victim eventually told her mother about the sex with Winsor, which occurred both at her Jackson residence and Winsor's home in Cape Girardeau, the statement said.

Barnes interviewed the victim Monday, and before the interview, the victim's sister reported Winsor had been following her as she drove to the Southeast Missouri Network Against Sexual Violence, where the interview was to be conducted.

Barnes located the suspect headed toward the NASV parking lot and stopped him, the statement said.

Winsor appeared nervous and said he was on his way to work.

"He advised there were a lot of allegations being made about him and he was unsure of what was happening," the statement said.

Barnes informed him that if he tried to contact any witnesses in the investigation, it could lead to charges of tampering.

After the interview with the victim, Winslow was arrested.

He faces two counts of statutory rape and is held at the Cape Girardeau County Jail on $20,000 bond.

According to a news release from the Jackson police, Winsor had recently done some substitute teaching in the area, but the charges do not appear related.

He could face up to 14 years in prison if convicted.
