Cape Girardeau County Commission adjusts clerk's office budget

Cape Girardeau County Commissioners approved an adjustment to the clerk's 2011 budget to allow for training on payroll software.

County Clerk Kara Clark Summers asked for permission to bring a consultant with Springbrook, developer of the county's payroll software, from Portland, Ore., to work with staff members on best uses of the system.

She said the software was purchased and installed before she took office and she didn't think it was being used to its fullest potential, particularly in regard to employee time cards.

Commissioners Paul Koeper and Jay Purcell said as more technology is used to streamline the county's administrative work, the county should look at its workforce needs as employees retire or leave their positions.

The estimated cost of the training is $2,600.

Commissioners also discussed passing a resolution that would support state legislators in repealing a statute allowing peripheral zoning. Purcell said he would like to vote on the resolution Jan. 31, but Presiding Commissioner Clint Tracy said he would like sufficient time for a not only a resolution to be prepared, but for commissioners to review it.

At a meeting earlier this month, state Sen. Jason Crowell met with commissioners to discuss repealing the state statute that allows the creation of peripheral zones along the two-mile radius of certain cities in Missouri. The city of Cape Girardeau's request for peripheral zoning met strong opposition last year from county residents, and was eventually voted down by commissioners.
