A public hearing to consider adoption of proposed building codes, including the 2000 International Codes and the 2002 National Electrical Code. Consent Ordinances

(Second and third readings)

An ordinance granting a special use permit to Jacqueline R. Ahrens for purposes of opening, maintaining and operating an office at 911 N. Missouri Ave.

An ordinance granting a special use permit to P&J Marketing, L.L.C. for purposes of constructing and maintaining a parking lot on the southwest corner of Emerald Street and Frederick Street.

An ordinance amending Chapter 30 of the Code of Ordinances by changing the zoning of 300 N. Main St. from M-2 to C-3.

An ordinance granting a special use permit to Maple United Methodist Church for purposes of constructing and maintaining a new sign at 2441 Jean Ann Drive.

New Ordinances

An ordinance amending Chapter 29 of the City Code relating to duty of owners to connect to public sewers.

An ordinance authorizing the acquisition of property for the improvement of Silver Springs Road between Highway 74 and Mount Auburn Road.

An ordinance approving the record plat of Mansouri Subdivision.

An ordinance reaffirming the action of the city council declaring it necessary to improve, providing for the improvement, directing the city manager to enter into a contract to do the work, and providing for the manner of payment of the work, of making certain sewer improvements in Sewer District No. 14-K-7, by constructing sanitary sewers to serve certain properties along Perryville Road.

An ordinance levying a special assessment for the Siemers Drive widening from Campster Drive to Bloomfield Road, and authorizing the issuance of special tax bills therefor.

An ordinance establishing the boundaries of Lateral Sewer District No. 14-1-F-8A, a subdivision of Trunk Sewer District No. 14-1-F, approving the plans and authorizing the construction of a system of sanitary lateral sewers in Lateral Sewer District No. 14-1-F-8A, under a private contract subject to certain provisions.

An ordinance accepting a permanent sewer easement from Americare Properties Inc. for sanitary sewer improvements.

An ordinance authorizing the mayor to execute Amendment No. 1 to an agreement with the Missouri Department of Transportation for a grant to fund a general public transportation project to be funded under Chapter 53 (5311) of Title 49, United States Code.

An ordinance providing for a sales tax in the amount of one-quarter of 1 percent for the purpose of providing revenue for the operation of the Cape Girardeau Fire Department and calling an election on the question of whether to impose such sales tax.

An ordinance imposing a use tax for general revenue purposes at the rate of 2 percent for the privilege of storing, using or consuming within the city any article of tangible personal property pursuant to the authority granted by and subject to the provisions of Sections 144.600 through 144.761 RSMo; providing for the use tax to be reduced or raised in the same amount as any city sales tax is reduced or raised; and calling an election on the question of whether to impose such use tax.

An ordinance calling an election on the question whether the city shall establish a stormwater management utility for the purpose of providing funds for flood control and the operation of the city's stormwater systems and facilities; designating the time of holding the election; authorizing and directing the city clerk to give notice of the election.

An ordinance calling an election on the question whether the city shall impose an ad valorem property tax of 10 cents per $100 assessed valuation for the purpose of providing funds for the general revenue of the city; designating the time of holding the election; authorizing and directing the city clerk to give notice of the election.

Resolutions

A resolution authorizing the city manager to execute an agreement with Lappe Cement Finishing Inc. for pavement widening and signalization for Mount Auburn Road from William Street to Independence Street.

A resolution authorizing the city manager to execute Environmental Protection Agency Special Infrastructure Grant application and all other necessary documents for Cape Girardeau wastewater and sewer improvements for the River Campus.

A resolution authorizing the Southeast Missouri Regional Planning and Economic Development Commission to provide assistance in the further development of the City of Cape Girardeau All Hazard Mitigation Plan.

A resolution authorizing the city manager to execute Supplemental Agreement No. 1 to Engineering Services Contract with Bowen Engineering and Surveying, Inc., for engineering services on the Bloomfield Road bridge.

A resolution authorizing the city manager to execute a general membership agreement with Missouri One Call System Inc.

Appointments

Appointments to the Vision 2020 Community Relations Council and the Board of Examiners. Liquor License

Consideration of a retail liquor by the drink license for Shane Allen Hill JDSR, Inc. d/b/a Club KAOS, 823 S. Kingshighway, Shane Allen Hill, managing officer.

Othern A motion amending the Special Assessment Procedures for Sewer Projects, included in the City Council Handbook and Policy Statements, by including notice and public hearing requirements for the formation of a sewer district.

A motion accepting the improvements to Siemers Drive from Campster Drive to Bloomfield Road, and authorizing final payment to Drury Southwest Inc. contingent upon receipt of corrected paperwork.

A motion accepting the improvements to the Recreation Trail, Phase I, from Minnesota Avenue to Brink Avenue, and authorizing final payment to Nip Kelley Equipment Company Inc. contingent upon proper submittal and correction of required paperwork items.

A motion authorizing the mayor to submit a letter to the Missouri State Highway and Transportation Commission in support of funding options for allocation of state and federal highway money.
