Consent ordinances

(Second and third readings) An ordinance annexing land to the city of Cape Girardeau upon the request of Prestwick Holdings, LLC.

An ordinance authorizing the acquisition of property for the Arena Creek Sanitary Sewer Improvement Project.

An ordinance granting a special-use permit to Walter and Sheila Rasmussen for purposes of opening, maintaining and operating a group home day care at 2740 Adeline Avenue.

An ordinance amending Chapter 30 of the Code of Ordinances by designating the Edward H. Engelmann House, 504 Bellevue Street, as a historic landmark.

An ordinance providing for the levying of the annual city revenue tax; library fund tax; public health tax; debt service fund tax; Special Business District No. 2 tax; for the fiscal year ending on June 30, 2003.

New Ordinances

(First reading) An ordinance readopting Sections 2-76 to 2-83 of the City Code relating to conflicts of interest.

An ordinance approving the record plat of Woodland Place 11th Subdivision.

An ordinance approving the record plat of Melrose Place Fifth Subdivision.

An ordinance amending Chapter 2 and Chapter 15 of the City Code relating to Convention and Visitors Advisory Board.

An ordinance authorizing the issuance of special tax bills for the demolition of dangerous buildings under the provisions of Chapter 7 of the Code of Ordinances.

An ordinance authorizing the city manager to execute a Cooperation Agreement establishing the Southern Missouri Housing Finance Commission.

An ordinance declaring it necessary to make certain sewer improvements in Lateral Sewer District No. 14-K-7, a subdivision of Trunk Sewer District No. 14-K, to serve certain properties along Perryville Road.

An ordinance amending Chapter 7 of the City Code by imposing a two-month moratorium on the issuance of building permits for billboards. First, second and third readings.

Resolutions A resolution authorizing the city manager to execute an escrow agreement and irrevocable letter of credit with Gary M. Arnold Inc. and Alliance Bank for Melrose Place V Subdivision.

A resolution acknowledging receipt of an annexation petition and setting a public hearing regarding the proposed annexation.

A resolution stating intent to seek funding through the Federal Home Loan Bank of Des Moines, Iowa, for affordable housing program funds, and authorizing the city manager to pursue activities in an attempt to secure funding to supplement a neighborhood rehabilitation project.

A resolution authorizing the city manager to execute a development agreement with Drury Southwest Inc. for the construction of a portion of the Independence Street/Mount Auburn Road intersection.

A resolution authorizing the city manager to execute a Development Agreement with James L. and Wanda L. Drury, Trustees of the James L. and Wanda L. Drury Revocable Real Estate Trust dated Feb. 22, 1994, Robert A. Drury, DSW Development Corp., MidAmerica Hotels Corp., and Drury Southwest Inc. for the construction of Farrar Drive between Kimberly Drive and the existing concrete pavement north of Exchange Drive.

Liquor License Conditional approval of a retail liquor by the drink license for McDonald and McDonald Investments LLC d/b/a The White House Sports Bar, 820 N. Sprigg Suite 6, Bobby McDonald, managing officer.

Conditional approval of a retail liquor by the drink and Sunday sales license for The Dalhousie Golf Club, LLC, 302 Blackford Lane, Cordell S. Dombrowski, managing officer.

Approval of temporary 5 percent beer by the drink licenses for Fred Higdon, d/b/a Semo District Fair, for an event to be held on the Arena Park Fairgrounds, including four liquor stands, from Sept. 7 to 14.

Other A motion approving the improvement plans for the extension of the D and D sanitary sewer to serve additional properties west of the Route 74/Mount Auburn Road intersection.

A motion approving the improvement plans for the extension of a sanitary sewer line to serve the Virgil Jones property located near the intersection of Route 74 and Silver Springs Road, contingent on approval of the extension of the D and D sanitary sewer.

Discussion regarding recommendation of the Citizens Finance Task Force.
