Consent Agenda

* Approval of the following City Council meeting minutes: Nov. 7, 2011, regular and closed.

* An ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, by changing the zoning of 2139 Megan Drive, in the City and County of Cape Girardeau, from C-1 to C-2. Second and third readings.

* An ordinance amending Chapter 7 of the city code relating to dangerous buildings. Second and third readings.

* An ordinance amending Chapter 7 of the city code relating to the 2009 International Codes. Second and third readings.

* A resolution authorizing the city manager to execute an agreement for professional services with National Research Institue Inc. for the 2011-2012 Citizen Satisfaction Survey. Reading and passage.

* A resolution authorizing the city manager to execute Amendment Number 1 to the professional services agreement with Boone Consulting to develop a biosolids management plan in conjunction with the wastewater treatment plan project. Reading and passage.

* A resolution authorizing the city manager to execute an engineering services agreement with Bowen Engineering and Surveying Inc. for design of a trail connection between Cape LaCroix Trail and Shawnee Park. Reading and passage.

* A resolution authorizing the city manager to execute a design services agreement with Hurst-Rosche Engineers Inc. for the Safe Routes to School Program 2008. Reading and passage.

* A motion accepting the improvements completed in the Breckenridge Branch Bank stabilization project and authorizing final payment to Jokerst Inc.

* A motion setting aside $80,000 from the CVB one-time fund into a restricted, reserve fund balance for potential future funding for Old Town Cape until June 30, 2014.

* An ordinance authorizing the mayor to execute a permanent utility easement to Falcon Telecable in the downtown parking lot. First reading.

* An ordinance accepting a permanent waterline easement from Menard Inc. at 535 Siemers Drive. First reading.

* An ordinance amending Chapter 5 and Chapter 15 of the city code regarding compliance with city codes for the issuance of city licenses. First Reading.

* An ordinance amending Chapter 25 of the code of ordinances regarding penalties for violations of the development code. First reading.

* An ordinance authorizing the city manager to execute an agreement with the Missouri Highways and Transportaion Commission for the Safe Routes to School Program 2011, and authorizing the city manager to execute all necessary grant documents. Reading and passage.

* An ordinance amending Schedule O of Section 26-216 of the city code by prohibiting left turns from Gordonville Road onto Mount Auburn Road. First reading.
