Consent ordinancesn Approved an ordinance enacting a new section 17-196 of the city code relating to delivery or concealment of contraband articles.

Approved an ordinance accepting a temporary construction easement from Billy Joe Newell for the William Street Improvement Project.

New ordinances

(First reading)n Approved an ordinance approving the record plat of Shawn Place Subdivision.

Approved an ordinance approving the record plat of Spanish Street Condominiums Plat No. 1.

Approved an ordinance reaffirming the action of the city council declaring it necessary to improve, providing for the improvement, directing the city manager to enter into a contract to do the work, and providing for the manner of payment of the work, of making certain sewer improvements to serve the Lakeshore Drive area, Lateral Sewer District No. 14-M-2.

Approved an ordinance levying a special assessment for the 2000 and 2001 4-inch asphaltic pavement program of the Transportation Trust Fund, for the improvement of Timon Way from Big Bend Road to Dumais Drive; DePaul Lane from Country Club Drive to the first driveway; Donna Lane from Timon Way to the dead end; North Lorimier Street from Mill Street to Pearl Street; Pearl Street from North Lorimier Street to Fountain Street; Hunters Lane from Boulder Crest Drive to the dead end; Collins Drive from Mount Auburn Road to a dead end; Hunze Drive from Collins Drive to Hopper Road; Hill Street (Riverview Drive) from Rand Street to Johnson Street; and Hill Street (Roberts Street) from existing Hill Street to a dead end, and authorizing the issuing of tax bills therefor.

Approved an ordinance annexing land to the City of Cape Girardeau upon the request of the William O.L. Seabaugh Voluntary Trust, by William F. Seabaugh, trustee, and the Patricia L. Seabaugh Voluntary Trust, by Patricia L. Seabaugh, trustee.

Approved an ordinance amending Chapter 30 of the Code of Ordinances by changing the zoning of the southwest corner of Cape La Croix Road (Route W) and Deer Creek Road from R-1 to R-1 and R-4.

Approved an ordinance granting a special-use permit to the William O.L. Seabaugh Voluntary Trust, the Patricia L. Seabaugh Voluntary Trust, and Americare Properties Inc. for purposes of constructing, maintaining and operating a community unit plan for an assisted-living facility for the elderly, at the southwest corner of Cape LaCroix Road (Route W) and Deer Creek Road.

Resolutions

(Reading and passage)n Approved a resolution authorizing the city manager to execute a promissory note and STAR Fund Loan Agreement with the Missouri Highways and Transportation Commission for financing the construction of a bi-fold hangar door at the Cape Girardeau Regional Airport.

Approved a resolution authorizing the city manager to execute an agreement with Aerolift Door Inc., d.b.a. Crown Industrial Doors, for construction of a bi-fold hangar door at the Cape Girardeau Regional Airport.

Approved a resolution authorizing the city manager to execute an agreement with Callaway Flight Instructors d.b.a. WestMar Computerized Testing Center, for a pilot testing center at the Cape Girardeau Regional Airport.

Withdrew a resolution authorizing the city manager to execute an agreement with Cape Air Charter for fixed-base operation consulting services at the Cape Girardeau Regional Airport.

Approved a resolution authorizing the city manager to execute a novation agreement and all other necessary documents with Air Evac EMS Inc. and the United States of America for fueling operations at the Cape Girardeau Regional Airport.

Approved a resolution authorizing the city manager to execute an agreement with Contrend Inc. for an aircraft hangar/manufacturing facility at the Cape Girardeau Regional Airport.
