* Approved the record plat of Melrose Place VI.

* Approved the record plat of North Pointe Center Second Addition.

* Approved a license and indemnity agreement with the Cape Girardeau Public School District to allow for construction of a circular walkway around the flag pole in front of Blanchard Elementary School along North Sprigg Street.

* Repealed the stop sign at Water Street and Broadway.

* Approved Water Street as a southbound, one-way street from Broadway to Independence St.

* Established a no-parking zone on the west side of Water Street and establishing angled parking on the east side of the street.

* Established handicap parking along a portion of Water Street.

* Appropriated money for operating expenditures, debt service payments, capital expenses and other costs for the fiscal year ending June 30.

Resolutions

* Approved an addendum to an engineering services agreement for the downtown water system improvements.

Liquor Licenses

* Renewed retail liquor by the drink licenses for Tee Jay's Club Sequel, 820 N. Sprigg, and Night Clubs Inc. d/b/a Stephanie's Cabaret, 805 Enterprise, for six months, and put both on probation because of past problems at the two clubs.

* Renewed retail liquor by the drink licenses for Fresco, 1036 N. Sprigg; Ed's Bar, 519 Good Hope; El Torero Mexican Restaurant, 740 Broadway, and Cape Girardeau Country Club.

* Approved a retail liquor by the drink and Sunday sales license for Royal N'Orleans, 300 Broadway.

Other

* Agreed to proposed changes to the city's pet law.

* Accepted improvements to the Mississippi River Walk Phase II Project and authorizing final payment to the contractor.

* Approved improvement plans for Arbor Heights Fourth Subdivision.

* Approved improvement plans for Forest Hills Estates Third Subdivision.

* Accepted water and sanitary sewer improvements for the North Pointe Center First Subdivision.

* Approved improvement plans for Timber Creek Subdivision.

* Approved the improvement plans for sewers to serve Cape Rock Woods Town Homes.

* Approved the revised preliminary plat for North Pointe Center.
