A public hearing was held regarding the past performance in carrying out a 1997 Neighborhood Development Grant under the Community Development Block Grant Program, the grant project being as follows: Approximately 23 housing units rehabilitated, approximately 1,000 lineal feet of street paved, approximately 2175 lineal feet of waterline, approximately 980 lineal feet of curb and gutter and approximately 70 lineal feet of sidewalk improvements completed under the Jefferson-Shawnee Parkway Neighborhood Restoration Project No. 97-ND-03.

Resolutions
Approved a resolution authorizing the city manager to execute a license and indemnity agreement with Eric J. and Regina T. Goodness to allow the use and maintenance of an existing concrete pier footing for support of a business sign on Broadway and Penny Avenue right of way.
Approved a resolution authorizing the city manager to execute a project agreement with Crawford, Murphy & Till Inc. for architectural and engineering services for the Renaissance Aircraft LLC hangar and office at the Cape Girardeau Regional Airport. Reading and passage.
Appointments
David Rutherford was appointed to the Historic Preservation Commission.
Liquor License
Conditionally approved an original package liquor and Sunday sales license for Cassandra Lee Gibson, doing business as J D's Quick Shop, 1101 William, Cassandra Lee Gibson, managing officer.
Other
Approved a motion setting a special city council meeting to declare the results of the Feb. 5 primary election.
Approved a motion accepting improvement plans for the construction of street, storm sewers, sanitary sewers and water improvements to serve Wyandotte Acres Third Addition, Sewer District 14-1-D-5.
Approved an ordinance authorizing the mayor to execute a contract with the Little River Drainage District for the Greater Cape Girardeau Water Main Extension Project, and accepting this water line easement from the Little River Drainage District, and containing an emergency provision.
