Consent ordinances

Changed the no parking zones on New Madrid Street near Southeast Missouri State University.
Granted a special use permit to DSW Development Corp. and AAT Communications Corp. for a 195-foot cell tower in the 300 block of Silver Springs Road.
Allowed the city engineer to accept bids over his project cost estimates on tax assessment projects when all bids on a certain project are over the estimate and the accepted bid is within 10 percent of the estimate.
Changed Cape Girardeau law to agree with a new state law that allows the sale of liquor to begin at 9 a.m. instead of 11 a.m. on Sundays.

Executed a quit claim deed to Breckenridge Three LP for unneeded right of way on Louisiana Avenue.
Changed city law relating to industrial water because the city now provides potable water to all existing industries. It also would allow the city to negotiate rates with factories that use more than 3,500 CCF of water per month.
Accepted a general warranty deed from CAPCO Investments Ltd. for construction of a pedestrian bridge over Route 74 at Ellis Street.Resolutions
Authorized the city manager to execute a license and indemnity agreement with Capaha Bank for construction of a service drive across the Walker Branch Flood Control Project right of way.
Authorized the city manager to execute a hangar rental agreement with Andrew Hill at the Cape Girardeau Regional Airport.
Authorized the city manager to execute a contract with Lappe Cement Finishing Inc. for Silver Springs Road construction between Shawnee Parkway and South Mount Auburn Road.
Liquor licenses
Granted conditional approval of 5 percent beer-by-the-drink license for Minkin Enterprises LLC, doing business as Cafe Azu, 1315 Broadway, Erik Viktor Minkin, managing officer.

Referred the request of Frank Snider III for a special-use permit to run a private detective agency back to the Planning and Zoning Commission because the commission hadn't officially rejected or approved the issue.
Set a public hearing for Oct. 6 on the request of Carol and Curtis Greer to operate a wholesale and retail grocery consignment business from their home at 329 Edgewood Drive. The Planning and Zoning Commission has recommended the council deny the request.
Endorsed the application of Southeast Missouri State University for MoDOT funds for a welcome center on the River Campus. University officials said the center would cost an estimated $1.35 million, a higher figure than originally reported to the council.
