The council:
-- Vacated the city's interest in an access easement to Casquin Park of old Sprigg Road.
-- Changed the zoning of 621 S. Kingshighway from R-4 to M-1.
-- Issued a special use permit to Mike Smith, Cape West Development Corporation and LeGrand Properties for constructing a mini-warehouse storage complex in the 100 block of North Silver Springs Road.
-- Issued a special use permit to Brian D. and Debra Tracy for maintaining and operating a commercial storage of logs at 2525 State Highway 177.
-- Approved the record plat of Clarkton Place Subdivision, Phase IV.
-- Accepted a general warranty deed and temporary access easement for the Cape La Croix Creek/Walker Branch flood-control project.
-- Approved a stop sign on Morgan Oak at Spanish Street.
-- Repealed a section of the City Code relating to water utility duty.
-- Accepted grant funding from the Missouri Department of Social Services for an emergency shelter grant.
-- Approved the record plat of Bethel Subdivision.
First readings of proposed ordinances:
-- Accepting a quit claim deed for a strip of land at the intersection of Kell Farm Drive and Bloomfield Road.
-- Accepting a utility easement from Karen S. Lewis.
-- Accepting a general warranty deed from Clyde L. and Norma B. Trickey for the Cape La Croix/Walker Branch flood control project.
-- Approving the issuance of $2,665,000 principal amount of certificates of participation (capital improvement projects) Series 1997A, for the purpose of providing funds for the city, and approving the issuance of $765,000 principal amount of certificates of participation (airport improvement project) Series 1990B; authorizing and approving certain documents in connection with the issuance of the certificates; and authorizing certain other actions in connection with the issuance of the certificates.
-- Approved improvement plans for an offsite sewer extension to serve Forest Hills Estates.
The council approved the following resolutions:
-- Intent to seek funding through the Community Development Block Grant program and authorizing the City Manager to pursue activities in an attempt to secure funding for a prospective industrial development near the Biokyowa Plant in the Greater Cape Girardeau Industrial Park on Nash Road.
-- Authorizing an addendum to project agreement no. 1 dated Dec. 21, 1993 with Crawford, Murphy and Tilly, Inc. for airport design work.
-- Authorizing an agreement with Nip Kelley Equipment Co., Inc. for a recreation trail.
-- Authorizing an electronic data processing agreement with the Municipal Library District.
-- Authorizing an agreement with Southeast Missouri State University for underground utility tunnels on city right of way in the 900 block of Normal Avenue.
-- The council also appointed Steve Golightly as an alternate on the Board of Adjustment,
-- Set a public hearing for June 16 on a request by George Eaker to put a mobile home in the 500 block of Vincent Park Drive in an R-1 zone.
