It was unclear where the person was, but he was not believed to be in the United States, according to a law enforcement official, speaking on condition of anonymity. Attorney General John Ashcroft was expected to announce further details of the man's identification later in the day.

The Justice Department also expected to distribute additional photos of the man, who carries a Canadian passport, as well as information about a sixth person sought by U.S. authorities.
