In Missouri, failure to wear a seatbelt is a secondary offense, meaning drivers can't be pulled over for it, but they can be cited for it if they're stopped for some other traffic offense.

According to the Office of Highway Safety, seatbelts reduce the risk of fatality in an accident by 45 percent.
