In the case of a tie vote, the board will select one precinct randomly to be recounted by hand. If the tie is certified as official, there is a possibility of a runoff election before November, York said

According to Missouri statues, vote recounts are allowed only if the margin of defeat is less than 1 percent of the total number of votes cast.
