Called meeting to order at 8:16 a.m. by Mayor Richard Riley. Also in attendance were Ruby Ann Hurst, Kenny Plunk, Wayne Montgomery and Deani Hurst.
* Discussed bacteriological report, sample was found safe.
* Discussed tax rate of .2752, same as last year. Tax paperwork was picked up from Rita Milam's office; $69.36 needs to be paid for printing fees.
* Department of Natural Resources compliance and operation inspection report was covered. The following findings were reported: need second testing performed daily, Marvin Hatton will comply; records at water plant need to be updated and kept current, will work with Hatton to get compliant; recommended the village track and enforce water loss and recovery. Any leaks or loss over 10 percent is considered excessive and results in loss of revenue for the billage. Was noted that the nonpayment on eight unoccupied rental properties and a large unpaid bill from leak is what caused the excessive loss. A new tank inspection is also needed. Riley spoke with Hatton about setting up.
* Training seminar Oct. 14 at Dexter, Missouri, to cover Sunshine Law and other water municipality procedures. Village clerk Deani Hurt and secretary Ruby Ann Hurst will attend.
* Discussed three delinquent water accounts that were scheduled for shut off today. One was for a citizen undergoing cancer treatments. Village board members all contributed money to cover the delinquent amount and avoid shut off for this citizen. Two others will be shut off today with a $50 reconnect fee applied. Insufficient-funds check from citizen was discussed and account holder contacted for collection of amount plus $25 fee. If not made right by time agreed upon, water will be shut off.
* July, August and September tax report prepared and ready to send to CPA.
* FGI contract signed for lease of copier, printer and fax machine needed for new office.
* Wayne Montgomery brought up a complaint voiced to him by citizens on the "eyesore" property on Linton Street beside First Baptist Church. A letter asking owner to clean up property and a copy of the ordinance on dwelling in campers will be mailed.
* Motion to adjourn by Hurst, seconded by Riley at 9:08 a.m.
