He was born April 10, 1960, in Alameda, California, to Roy D. I and Betty J. Biri Evans.

Roy grew up in Cahokia, Illinois, where he started playing football. That is where he met his lifelong friend, Gary "Dean" Grossman. The family relocated to Mehlville, Missouri, where he excelled in high school football, and graduated from Mehlville High School with another longtime friend, Kenneth "Kenny" Glore.

Roy was an honorably discharged veteran of the U.S. Army, serving from Jan. 26, 1982, to Jan. 25, 1985. He was a telecommunications specialist and was stationed in Germany for over 18 months.

After returning from Germany, he was a painter and met Gerald Neal. They painted together on many jobs. Then, for more than 35 years, Roy owned and operated RDE Custom Painting in St. Peters, Missouri, and Jackson.
