I was recently able to attend an informative seminar put on by the A.B.C., W.I.B.C., Y.A.B.A., and the B.P.A.A. was invited to sit in also.
The purpose of the seminar was to inform association directors, officers, proprietors and league officials of the `proposed' changes that the A.B.C. certification committee has come up with to be presented at the spring A.B.C. and W.I.B.C. conventions.
I emphasize the word `proposed' as the delegates at the convention will have to vote the changes in. The major changes deal with a dues increase in the A.B.C. and the so-called `system of bowling.' The system of bowling deals with the lanes, pins, balls and the lane dressing rules.
The proposed A.B.C. membership increase will affect all male league bowlers beginning with the 1991-92 bowling season. No word is available yet from the W.I.B.C. as to a dues increase.
What was pointed out to the organizational reps was that the bowlers have a hard time seeing what the benefits are for their membership costs. Most are intangible, especially for the lower average bowlers.
But one paramount factor remains of vital importance and that is a bowler cannot participate in sanctioned tournament play without a paid A.B.C. card. So even if you bowl in an unsanctioned league, you must still purchase an A.B.C. card if you want to participate in the sanctioned tourney.
And then you run the risk, depending on the tournament rules, as to what average you would use in the tourney. It may very well be a scratch situation with no handicap being available. So like any other organization, the structure is such that you `have to buy the card' if you're an avid tournament bowler. Catch 22?
As you may recall, in the past four years a lot of controversy has arisen in relation to the increased number of high scores, and the applied label of `unearned' high scores.
This has led in the past to the A.B.C. tinkering with variations of the lane dressing application rules and the distance that dressing may be applied under either of the available two alternatives.
Now the A.B.C. has a `certification' committee which has been studying the game of bowling for the last 18 months and has now come forward with the new label, `system of bowling.'
Accordingly, the system has been defined as to the controllable factors that are measurable by the A.B.C. (or at least they say they can measure them). The system of bowling has been reduced to the following: `Pins, lanes, bowling balls, dressing application.'
What happened to any of the other aids that have come to the forefront? For instance, finger and thumb inserts; thumb slugs; exotic drilling; special gloves; splints; braces, both solid and mechanical. Do you see any of these in the addressed system of bowling?
Basically, I could go into a long, in-depth explanation of the technical aspects of each of the items listed in the system of bowling, but suffice to say that my final comments are as follows:
"It is this writer's opinion that the A.B.C. has decided to wash its hands of the controversy surrounding the game. They have grandfathered all bowling balls as the `outer limit' by which all balls may be manufactured. They are not changing the pins specifications, much to the detriment of the lady bowler;
"They are grandfathering all lanes as of this past year as the again `outer limit' for manufacturers; and they are changing the lane dressing rule to read that a minimum of three grams of dressing must be applied from edgeboard to edgeboard to be in compliance, no distance requirement applied.
"So we are saying that everything to date has not effected the game and we will stagnate ourselves with the present situation and hopefully this will solve all the problems that have arisen in the last few years."

The closing date for the women's tourney is Feb. 10 while the closing date for the men's tournament is Feb. 24, with a late entry fee of $1 per person applied to all men's association entries after the closing date.
