William D. Elliott, management development specialist for Aid Association of Lutherans, has been honored for outstanding life insurance service by the National Association of Fraternal Insurance Counselors.

As a fraternal insurance counselor, Elliott was required to complete a basic and advanced-training course and pass three examinations.

He has been an AAL representative since 1984. Elliott's office is at 1210 Greenway Drive, Suite 100, in Jackson.

Kevin J. Essner, vice president at Tamms, Ill. State Bank, has been named to the Illinois Bankers Association's 1994 Committee on Agricultural Credit.

As a member of the committee, he will assist the association staff in planning and marketing its annual Ag Lending Conference Sept. 8-9 at Bloomington, Ill.

Rob Mehner of Woodbury, Minn., a Cape Girardeau native, has been awarded the Professional Society of Imagineers award by 3M Company of St. Paul, Minn.

The award is presented to employees who have made significant contributions to 3M's growth.

Mehner received his award for work as a new-product team leader on a cost-reduction idea that affects more than 80 percent of the products within his division.

A graduate of Cape Central High School and University of Missouri-Rolla, Mehner has been with 3M's Automotive Engineered Systems Division almost six years. He works as a senior technical service engineer.

Jai N. Dahiya, a Southeast Missouri State University physics professor, attended the fourth International Symposium on Recent Advances in Microwave Technology Dec. 15-18 in New Delhi and Agra, India.

He also presented a research paper, "Microwave Spectroscopic Measurements of Selected Materials." The conference was attended by 250 scientists from 16 nations, including 34 from the U.S.

During his visit, Dahiya also proposed a faculty exchange program between Southeast and some of the universities in India.

Jeffrey G. Baer has been notified that he passed the uniform certified public accountant's examination.

Baer is with the firm of R. Clifford Smith, CPA, 416 S. Kingshighway, Suite 4.

The firm provides personal tax, accounting, auditing and related financial services.

Capital Bancorporation Inc. has announced the promotion of Carol L. Dunigan to assistance vice president, compliance officer.

Capital Bancorporation, a multibank holding company headquartered in Cape Girardeau, operates 26 banks through six affiliate banks in Missouri.

Charles Rowe, a locomotive engineer on the Burlington Northern Railroad's River Division, has been honored for outstanding work.

Rowe, of Howardville, has 19 years of service with the railroad, and was one of 24 employees selected for the 1994 Chairman award, presented for quality of work, job knowledge and positive attitude.

He received his award during a special meeting in Fort Worth last weekend.

David Cisco has joined WSIL-TV, Carterville, Ill., as sales manager. Cisco previously worked at WOOD-TV, an NBC station at Grand Rapids, Mich.

Dr. David J. Westrich, medical director of Cape Retinal Surgery Center, 19 Doctors' Park in Cape Girardeau, has been named a consultant for the Datamedic Corp. of New York.

Westrich participated in the refinement of EYEstation, a computerized opthalmic clinic record system that can be pen, voice or keyboard activated. He is one of only seven opthalmologists nationwide selected to play a key role in reviewing and improving both the clinical content and product configuration of this new medical records systems.

Westrich, a vitreoretinal surgeon in practice in Cape Girardeau since 1989, will continue to participate in the review and update of this advanced clinical another system as the product becomes available for use nationwide this spring.

Three Mary Kay Cosmetics representatives were honored for sales during a banquet held recently at Dumplin's Restaurant.

Jana Jateff, senior sales director with Mary Kay, hosted the banquet. Honored were Ann Steck and Paula Hendrix, both of Cape Girardeau, and Arlysse Popp of Oak Ridge.

Darla Gale Matlock has been promoted to the position of general sales manager for KFVS-12.

Matlock, a graduate of Southern Illinois University-Carbondale, with a bachelor's degree in business management, joined KFVS-12 in 1990 as an account executive. She previously worked with KGMO/KAPE Radio in Cape Girardeau and WKHK/WPVA Radio in Richmond, Va.

KFVS-12 is a CBS affiliated station.

Several members of the Southeast Missouri District Fair Board recently attended the 49th annual Missouri Association of Fairs and Festivals (MAFF) Convention, held at the Holiday Inn Convention Center at Columbia.

Attending the convention were James K. Sander, Chris Weiss, Patty Reisenbichler, Marilyn Schott, Raymond Cox, Bob and Gladys Nitsch, Glen and Alice Birk, Harlan and Dorothy Siebert, Elmer and Donna Koenig, Junior and Elsie Peetz and Elsie Gerecke, all of Jackson; Pete Poe, Randy Sinn, Ed and Sina Kaiser, Gary and Carolyn Gerecke, Horace and Frances Hitt, and Gary and Sharon Schuessler, all of Cape Girardeau; Sam Below of Delta and Gary and Linda Kight of Advance.

The convention featured workshops, roundtable discussions and other special sessions.

Randy Fryman of Potosi was elected 1994 MAFF president, and SEMO District Fair president Bob Nitsch was elected MAFF District 7 director.

Margaret Rausch of Perryville finished fourth at the Missouri Association of Fairs and Festivals Public Speaking Contest.

Rausch, winner of the 1993 Southeast Missouri District Fair contest, participated in the state contest during the 49th MAFF Convention held at Columbia recently.

Lee-Rowan Co., and the C.M. Wood Family of Jackson, donated items for the Speech Scholarship Endowment Auction, which was conducted during the MAFF Convention.

Ethel Turley of Farmington recently attended a regional BeautiControl Cosmetics conference where she received training on BeautiControl products.

Turley is a skin care and image consultant for the company.
