John A. "Andy" Clarke, owner of Mark Twain Appraisal Inc., has completed qualifications to upgrade his appraisal license to an Illinois Certified General Appraiser.
The Illinois Department of Professional Regulation awarded the license that allows for appraisal of any type of property, such as residential, farm and commercial properties.
Mark Twain Appraisal has offices at Cairo and Metropolis, and Clarke has announced plans for a third office at Anna.
Matthew J. Hopkins, division director for the Southeast Divisional Office of the March of Dimes, 1707 Mt. Auburn Road in Cape Girardeau, recently attended a training session in New Orleans.

Linda Warren, owner of Creative Hairdesign in Anna, has been appointed to the Jackson-Union Counties Regional Port District Board.
Warren of Anna is one of several appointments to various boards and commissions announced recently by Illinois Gov. Jim Edgar.
She succeeds Robert Adams in the Union-Jackson position. Members of this board are paid expenses only and don't require Senate confirmation.
Southeast Missouri State University professor Linda Wiggs will speak at the Professional Secretaries International meeting at 7 p.m. Tuesday at the Drury Lodge.
Wiggs, assistant professor of administrative services and secondary education, has authored a textbook and several articles in national journals on information processing and on using computer technology.
She is the Missouri Business Education Association's "University Educator of the Year."
Wiggs' topic will be "Internationalizing Office Support Functions Through Technology."

Carole Kueker, a real estate broker with Kueker Realty of Perryville has been selected for membership in the 1994 National Directory of Who's Who in Executives and Professionals.
Kueker Realty was founded in 1981.
Jackie Givens, a legal secretary, was honored recently by the law firm of Oliver, Oliver & Waltz, PC, for 30 years of service.
Givens, Glenda Nations and Evelyn Finney were recognized at a luncheon at the Royal N'Orleans.
Givens has worked for three generations of Olivers, including the late Allen L. Oliver and R. B. Oliver Jr.; the late Jack L. Oliver, son of Allen Oliver; and John L. Oliver Jr., son of Jack L. Oliver.
Givens, a charter member of the Cape Girardeau County Legal Secretaries Association, was named "Legal Secretary of the Year" by the Missouri Association of Legal Secretaries in 1981.
Nations recently observed her 20th anniversary with the firm as a receptionist and Finney celebrated her 10th anniversary as a bookkeeper.
