The unemployment rate was the lowest in 20 months, according to the Illinois Department of Employment Security. The rate compares to a 5.4 percent unemployment rate for the nation.

Labor officials said 5.86 million people were working in the state last month, compared to 5.84 million a month earlier. Still, there were 305,926 people without jobs in Illinois last month, the department said. In November 1995, the state's unemployment rate was 5.2 percent.
