The National Weather Service issued a tornado watch for Southeast Missouri and Southern Illinois from Thursday evening until 1 a.m. Friday.
A watch means conditions are favorable for the formation of tornadoes.
By about 5:30 p.m., rain and storms had cleared out of Southeast Missouri, but another line was forming to the west. Some area towns were asking people to postpone trick-or-treating until Friday.
Heavy rains fell through a large part of the day Thursday, accompanied by gusty winds.
