Statutory rape charges filed against Cape man Charges of statutory rape and statutory sodomy have been filed against James M. Harris, 33, of 1122 Ranney Ave. The charges allege that Harris had oral and sexual intercourse with a 13-year-old on five occasions, according to public information officer Cpl.
