JEFFERSON CITY, Mo. -- Businesses could be penalized because Missouri legislators failed to change the state's unemployment insurance law to comply with the federal law.

At issue is a federal law requiring states to offer American Indian tribes two options for paying unemployment benefits to their employees.
Because Missouri did not change the law before adjourning businesses could lose as much as $990 million in tax credits.
