Southeast Missouri State University experienced Internet accessibility problems Tuesday because of a Charter Communications outage, according to university spokeswoman Ann Hayes. Access was restored by 3:45 p.m., she said. Those on campus could access the university's website and receive intra-campus e-mail, but couldn't visit other websites...
