SPRINGFIELD, Ill. -- Legislative leaders agreed Wednesday to give Gov. George Ryan more power to cut the state budget if government revenues fall further.

The deal would let Ryan cut his agencies' budgets up to 5 percent if necessary. He would be free to pick and choose which agencies are cut and by how much.
Of the programs under Ryan's control, only general aid to schools -- nearly $3 billion -- would be exempt.
