Carol Miller, cashier for the city of Cape Girardeau, sold some of the taxi cab coupon books which went on sale the first working day of every month. The 700 booklets were typically sold out before noon on the first day, with long lines waiting for the doors to open at city hall. Most were purchased by senior citizens and handicapped persons.
