Cape Girardeau’s City Council conducted its first public meeting in the new City Hall at 401 Independence St. Mayor Paul W. Stehr took note of the occasion. “I think we have something here that the City Council is proud of, and I think the citizens will be too,” he said. Above, James McDonald, a citizen with a problem concerning approval of a minor subdivision plat, addresses the council. From left to right at the new oval bench are: Councilman Oliver A. Doc, a six-year-old Belgian horse, shows his teeth with help from his owner, Teresa Meier, to students at Franklin Elementary School Thursday at an exhibit of livestock animals by members of the Cape Girardeau County 4-H clubs.
